Convention TextIn cases where there are serious obstacles to direct contacts between watercourse States, the states concerned shall fulfil their obligations of cooperation provided for in the present Convention, including exchange of data and information, notification, communication, consultations and negotiations, through any indirect procedure accepted by them. |
